Enabel in Uganda is hiring a Monitoring and Evaluation Officer responsible for designing and implementing a robust MEAL system that ensures accurate data collection, analysis, reporting, and use for evidence-based decision-making in the WeExplore Project, aligned with Enabel and European Union standards. You will also provide strategic advisory support, strengthens partner capacity, and promotes a results-oriented learning culture to enhance project performance, accountability, and sustainable tourism outcomes.

Your tasks
- Develop and manage the project MEAL system by establishing and maintaining effective monitoring tools, databases, and frameworks to track performance, ensure data quality, and meet Enabel and European Union reporting standards.

Lead data collection, analysis, and reporting by coordinating field monitoring, supervise data collection processes, analyze results, and produce timely, high-quality reports to support decision-making.

Provide strategic insights and support adaptive management by advising project leadership using evidence-based findings, facilitate learning processes, and contribute to improved planning and project performance.

Strengthen partner capacity and promote learning culture by building the monitoring and reporting capacity of partners, encourage data use, and foster accountability, knowledge sharing, and continuous improvement.

Person Specifications

Master’s degree in Monitoring & Evaluation, Statistics, Economics, Development Studies, Tourism Management, or a related field

Minimum 5 years’ experience in monitoring and evaluation, including at least 3 years in data collection, analysis, and evaluation methodologies, with proven experience in capacity building or training

Strong knowledge of results-based management, data collection and evaluation methods, and proficiency in digital data tools and software such as Power BI, SPSS, STATA, KoboToolbox or similar

Excellent ability to analyze complex data, generate insights, and produce high-quality reports to support decision-making.

Strong interpersonal, facilitation, and communication skills with the ability to work with diverse partners, government stakeholders, and communities.

High level of integrity, accountability, professionalism, and ability to work independently while managing multiple priorities
