Joint Clinical Research Centre seeks to recruit a dynamic, motivated and innovative Community Linkage officer

Department: Programs Directorate
Reports to: Project Manager
Positions Supervised: Community Health Workers

POSITION FUNCTION:
The Community Linkage officer will work closely with the Project Manager to effectively implement, document and report community activities to strengthen the quality of healthcare services in the community, as well as aid the achievement of JCRC HIV Project targets.

KEY RESULT AREAS:
• Support Planning and Implementation of community interventions to improve quality and integration of the community HIV/TB Services.
• Provide coaching, Train, mentorship and technical assistance to peers who work with community, which involves Key Populations / priority populations and ensure all the KP/PP registers are up to date.

• Coordinate the HIV counseling and testing, ART intiation in the community, proper follow up and accountability of testing commodities and ART drugs.
• Prepare and submit monthly and quarterly work plans, reports, documentation and dissemination of community success stories to the Strategic Information team promptly.

• Coordinate with peers who distribute the self-test kits and ensure they distributed in time and reports are handed over to counselors in time.
• Work closely with the community teams to complete proper accountabilities of all funds released during the community activities.
• Coordinate regular assessments and monitoring visits to ensure an effective referral system from community to the facility to minimize losses to linkage
• Support Local radio announcements and ensure availability of IEC (information, education and communication (IEC) materials, burners for HIV free testing are in all testing points.

EDUCATION AND EXPERIENCE:
• Bachelor’s degree in Social Science, Community Development, Community Health or a related discipline.
• Possession of Postgraduate in Public Health, Community Health or a diploma/Certificate
• in guidance and counseling is an added advantage.
• At least 3- 5 years’ experience in implementing community related activities; providing technical assistance to the project.
• At least 3 years’ work experience in programming gained through serving within a government institution or NGO with a proven ability to coordinate activities of different stakeholders at the district and or sub-national level.
• Experience with PEPFAR/CDC/USAID HIV/TB donor projects is highly desirable
• Ability to manage multi-disciplinary teams, mentorship, time management, and attention to detail.

COMPETENCE REQUIREMENTS:
• Demonstrable knowledge and skills in the implementation of program interventions in the context of developing countries, and management of people.
• Proven ability to conceptualize, innovate and execute ideas, as well as transfer knowledge and skills to front-line service providers, specifically in community related issues.
• Excellent written and verbal communication, interpersonal skills, information technology, project management, data analysis, informatics, evaluation and presentation skills are imperative.
